Verify before performing this: Permission Set & Permission Set Group Assignments with Expiration Dates should be enabled.

Steps to verify:
1. Goto Setup and type in Quick find: User Management Settings
2. In User Management Settings: Search for "Permission Set & Permission Set Group Assignments with Expiration Dates"

Make sure it is enabled.


Goto Setup and type in Quick find: "Permission Set"
1. Create a new permission set
Name: Report Permissions
2. Save it.

Click on System Permissions and edit then Search for:
Create and Customize Reports
Create Report Folders
Schedule Reports
Check the checkbox for these above permissions and save.

Click on "Manage Assignments"
Assign the permission set to an active user and click on Next
Specify the expiration date: 30 Days
save.
